摘要
农村公共物品治理在和谐社会建设背景下重要性凸显。公共物品治理包含着经济学科和管理学科两个纬度,经济学科纬度主要涉及物品的供给问题,而管理学科则主要关注物品有效管理的问题。广义的公共物品包括纯公共物品、收费物品和公用物品, 根据供给和管理是否有效两个标准,私有化模式、国家化模式和自主组织、自主治理模式都不是公共物品供给的唯一和最佳模式。分析表明,多元化模式才是农村公共物品治理的正确选择。
Public rural articles should be given prominence to in building a harmonious society. Management of public articles is considered from two angles： the economic angle and the managerial angle. The economic one involves the supply of articles, and the managerial puts focus on efficient management of articles. The broad sense of public articles covers public articles, articles which are paid for the use, and public-used articles. None of the mode of privatization, the state-owned mode, and the self-determined-and-managed mode is the unique and best mode for the supple of public articles, according to the two criteria： the efficientsupply and the efficient management. The author argues that nothing but multi-managerial-modes for public articles is our correct option.
