摘要
阐述了加强农村党组织执政能力建设的重要性,提出为解决农村"两委"(党支部、村民委员会)矛盾的局面,提高农村党组织的执政水平,必须进一步明确农村"两委"的任务和职责,从体制上消除产生"两委"矛盾的根源;建立联席会议制度,加强民主监督;加强党支部建设,提高执政能力;加强对农村"两委"工作的指导,化解矛盾。
The importance of strengthening the administration ability of rural Party organization is explained. Proposes some countermeasures to solve the contradiction situation between rural party branch and villagers＇ committee, raise the administration ability of rural Party organization, those are： defining the task and duty of the rural party branch and villagers＇ committee further, dispelling the origin of the contradiction; setting up the system of joint conference, strengthening democratic supervision; strengthening the construction of Party branch, improving the ability of administration; strengthening the guidance of the work of rural Party branch and villagers＇ committee, dissolving the contradiction.
