摘要
将国际常用的以项目融资为基础的工程建设形式(BOT方式)用于我国西部的中小型水电建设是一种有益的研究。通过分析在西部经济不发达地区以BOT方式建设中小型水电站的可行性,探讨了政府在此领域应采取的相应政策和应注意的问题,提出用BOT方式在西部地区建设中小型水电站是西部大开发的有力支撑之一。
It is very beneficial to research on the feasibility of application ot BOT mode, which is conventional m international fmancing, in the construction of medium-and-small-sized hydroelectric stations in the west of China. By analysis of the feasibility of building the medium-and-small-sized water-electricity stations in the west region of China with BOT mode, this paper studies the policies the government should adopt and the problems the government should care for, and brings forward that building the medium-and- small-sized hydroelectric stations with this mode is an important support for the development in the west.
