摘要
重庆市作为我国农业人口最多的直辖市,耕地安全形势严峻,如耕地资源的总量和人均占有量持续下降,整体质量不高,耕地生态环境恶化,耕地食物保障能力不足等;出现这些问题的原因有人口增长、社会经济发展和政策因素;为实现重庆耕地的可持续利用,应坚持计划生育政策,加强宣传教育,构建耕地安全保障体系和加强土地市场的建设。
Chongqing is the municipality which has the largest agriculture people in China .The recent situation of cultivated land security is serious ,such as the quantity of the land being reduced,the whole quality of the land being deteriated,the ecological environment of cultivated land being deteriated,the ability to provide food is inadequate,and so on.The major reasons causing the problems above mentioned include：the increase of the population,social economical factors,policy factors.In order to realize the cultivated land security of Chongqing municipality , the following measures are suggested：persisting in ＂two parents and one child＂ policy,enhancing education,developing cultivated land security safeguard system and strengthening land market.
