摘要
文章从法律的视角对图书馆权力行使过程中存在的问题进行思考,分析使用者权利被侵害的原因在于图书馆管理权力的扩张,着重探讨图书馆管理权力的来源、依据、权力的性质及权力的权限、权力行使的界限,对图书馆的权力与使用者权利的关系进行定位,分析使用者权利保护缺失的原因并提出对策,提出图书馆权力的行使与使用者权利实现终极目标同一的价值观,为图书馆服务理念的转变提供理论依据。
This paper ponders over the questions in the library power exerting from the view of law, it gives the reason why reader＇s right being encroached lies in the library manages power expansion .It probes into the source ,basis, nature and boundary of library manage power. It ascertains the relationship between library power and reader＇s right. It also analyses the reason why preserving reader＇s power lack and how to solve .It proposes that the enforcement of the power of the library and realization of reader＇s right have the same ultimate goal. It can offer the theoretical foundation for transition of library service.
