摘要
如何使国有资产保值增值成为困扰学者和政府的一大难题。本文作者在总结实践经验和理论的基础上,提出国资改革的关键在于解决好国有资产的四个委托代理关系中的政府与企业法人之间的委托代理关系,结合十六大后国资改革的形势,作者提出应当首先明确政府与企业法人委托代理关系的委托方-国资委及其地位、性质和职能。其次明确受托方-出资人代表及其选拔机制、责权利关系。在此基础上构建一个完整的委托代理关系。这样,就能真正从源头上解决整个国资体制的动力源头问题。
A diffieuh problem which puzzles our governments and the scholars is how to keep and increase the value of Stateowned Property. On the basis of long - term practice and summarizing theory, the author think the key to innovation of State-owned Property＇s management System is to settle the commission agency relationship between govermments enterprises. Moreover, the author point out that we shall confirm firstly the main body which includes the status, property and function of SASAC, substantiate secondly the choose system of representatives of state -owned capital and the definitude of obligation and right. On the basis of this, we construct a whole agent system, which can solve the difficult problem soundly.
