摘要
目的:了解河南省农民的医疗费用状况,为制定新型农村合作医疗补偿比例提供科学依据。方法:采取整群随机抽样的方法,对河南省新型农村合作医疗试点县5个县共10710名农民进行卫生服务和医疗费用入户调查,测算医疗消费水平,分析医疗费用分布,探讨制定新型农村合作医疗补偿比例的方法。结果与结论:农民年人均门诊费用为197.95元,年人均住院费为51.60元,年人均医疗费为249.55元。河南省农民医疗费用较高。依此计算的总补偿比例为26%。按住院费的分布制定新型农村合作医疗制度的补偿比例是一种可行的方法。
Aim ： To measure farmers＇ medical expense in order to provide with scientific data to constitute the compensating proportion of the sampling counties in Henan Province in cooperative medical scheme. Methods： Cluster random sampling was performed. The data of the farmer＇s health service and medical expense of the Henan Provincial sampling counties in the cooperative medical scheme were collected through interviewing survey by well-trained investigators. Medical consume levels were measured. Distribution of medical expense was analyzed. The method to constitute the compensating proportion of the cooperative medical scheme was discussed. Results： The annual outpatient expense per capita was ￥ 197.95, and the annual inpatient expense per capita was ￥ 51.60. The annual average medical expense was ￥ 249.55 per capita. The compensating proportion calculated according to the data above was 26%. Conclusion ： The Henan Provincial farmer＇s medical consumption is higher. Constituting the compensating proportion based on the distribution of inpatient medical expense is a feasible way.
