摘要
人类社会逐渐进入一个以能力为中心的时代。因而,人力资源能力建设得到全社会的认同。加强人力资源能力建设,既是长远的考虑,又是现实的需要。人力资源能力建设提出的重要价值在于,只有全面提高人力资源能力,才能为经济社会发展注入不竭的动力、获得经济社会可持续的发展;只有不断提高人力资源核心能力,才能增强一个国家、一个地区、一个组织、个人的竞争力。
Human society has entered into the time with capacity as its core. So, human resources capacity building is universally recognized. Based on the objects, needs, course, power and system of human resources capacity building, the author analyzes the traits of human resources capacity building. Besides, the author also analyzes its characteristics, dimension and functions based on human resources core capacity.
