摘要
为了应对日益加重的西安市人口老龄化问题,进一步完善本市基本养老保险制度,采用实证和理论相结合的研究方法,对西安市基本养老保险制度存在的职工负担系数水平较高、基本养老金替代率偏低、养老资金缺口逐年加大等问题进行了分析,为解决这些问题提出了新的思路。
In order to respond to the increasingly aging population of Xi'an, positive and theoretical approaches are adopted to study the current problems in the basic old-age pension system of Xi'an, dealing with the high Worker Bears Coefficient Level, the low basic pension Substituting Rate, and the worsening shortfall in fund. The conclusion is that we should cope with the problems from various aspects.
