摘要
土地利用规划中的建设用地指标分配的实质是下级政府、公众和上级审批政府之间的一个博弈过程。由于三方主体信息了解的不充分,因此存在的是一个完全信息不对称的博弈过程。上下级政府加强沟通、增加公众参与力度能使建设用地指标分配既有利于经济发展也有利于保护耕地。
