摘要
在当前经济全球化日益加速的时代背景下,江苏城市化发展正面临新的发展机遇和挑战,处于快速发展的转型时期。通过对科学发展观在城市化发展中的定位思考,提出城市化发展过程中应注意的五个科学发展原则。在此战略原则的指导下,回顾总结了江苏省城市化进程中存在的粗放式速度增长与内涵式演变的错位、地域不平衡性与城乡差异性的加剧、城市体系的功能发挥失衡、缺乏区域协调与合作、人与生态环境的不和谐五个方面的问题,并以贯彻落实科学发展观思维为视角,从科学制定和实施城乡规划、构筑城市经营效率机制、把握沿江开发契机等措施层面,就全面推进江苏城市化科学发展作出了对策思考。
In economic globalization, there are both opportunities and challenges for Jiangsu urbanization development, which is in a transitional period of accelerating progress. Based on directional thoughts of the scientific thought of development in urhanization process, this article puts forward five principles with respect to the urbanization development. According the principles above, discussed are the five major problems expressed in the course of urbanization development of Jiangsu province, such as contradiction between urbanization development velocity and quality, enlargement of regional imbalance, disparity in urban and rural are as inequality function of urban system, and so on. Based on the scientific thought of development in urbanization process, it also gives some proposals on how to promote the scientific development from all aspects in urbanization development process, including scientific constituting and executing urban and rural planning, constructing the efficient mechanism of city management, etc.
