摘要
非竞争领域的国有企业不必进行股份制改革,就可以与市场经济兼容;竞争领域的国有企业在股份制改革以后也已经可以与市场经济兼容。这些企业都没有必要一定要通过管理者收购变为某个私人的财产才能与市场经济兼容。国有企业的管理者是国有企业的主人之一,可以作为主人之一行使管理权利,做出经营决策,按劳动贡献分享企业利润,但不能因此侵吞国有资产,否定别人的贡献和按劳动贡献分享利润的权利。
The state-owned enterprises in non-competition domain need not shares system reform and can be compatible with market economy. The state-owned enterprises in competition domain are compatible with market economy after carrying out shares system reform. All of them can be compatible with market economy without becoming one person＇s private property through management buy-out. The manager of a state-owned enterprise can use management rights to make operation decision, share enterprise profits, but can＇t take state-owned property and refuse other people＇s contributions and their riohts to share certain shares.
