摘要
追求“三E”(Economy,Efficiency and Effectiveness)是西方公共管理理论的价值核心,从“三E”原则出发看,中国公安队伍正规化建设从外延上讲实际上是一种以追求提高绩效和增强能力为目标的公共行政管理改革运动,从内涵上讲则是以加大组织结构的灵活性和弹性,增强公共回应性和提高优质的公共安全产品供给效率为目标的公安组织机制建设。基于这一原则,公安队伍正规化建设的视线应集中于公安行政管理的理念、范围、方式和绩效评价的调整之上。
‘Three-E’Principle is the value core of westem public management theory.The standard construction of police in China is a public administrative management reforming movement whose main goal is to improve efficiency and to strengthen capability.It is also a police organization construction whose main goal is to enforce the flexibility and elasticity of lrganizational structure and to strengthen the public reaction and public secure product-supplying efficiency.The standard construction of police should aim on the adjustment of idea,scope,way and efficiency of police administrative management.
