摘要
农村劳动力流动这一现象早在新中国成立不久就已经存在,但大规模跨区域流动并日渐成为令人注目的社会现象,则始于20世纪80年代后期,尤其是90年代初以来。改革开放初期,伴随着家庭联产承包责任制的实施,农业结构发生了重大变化,隐性的农村富余劳动力显性化,富余劳动力开始离开传统的农业进入其他领域,由农村进入城镇,这形成了一股不可阻挡的潮流,这也是农村人口流动的主流。但农村富余劳动力的流动交织着外流与回流并行的势头,在农村富余劳动力大规模外流的同时,部分外出劳动力放弃了外出生活,返回家乡。那么,这部分外出劳动力的回流会产生怎样的效应,如何鼓励积极性的回流,使之成为一种有序的回流,这对推动农村经济发展、解决“三农”问题是至关重要的。
The phenomenon of Country labors outflow has exited since the foundation of China, but wide-scaled cross-region outflow occurred at the late 1980s, especially the early 1990s. At the beginning of the opening and reform policy, the agriculture structure had made great changes with the im- plementation of the family-based producing contract system, and the hidden extra working force appeared obviously and it left the traditional agriculture for other areas as cities and towns and became a breaking trend, which is the main trend of the country population outflow trend. However, the outflow of the country workforce paralleled with its backflow, then what would out-going workforce backflow result in and how to encourage the active backflow so as to make the backflow in good order to promote the agricultural economic development and to solve the problems concerning ＂agriculture, country and farmers＂, which is of great importance.
