摘要
本文以豫东安村为个案,探讨了人口大量外流对村级治理的冲击,认为村庄人口大量流出造成了村庄治理的困境。其表现为:人口外出虽然带来了村庄经济总量的增长,但村治的汲取能力弱化;村庄优秀人才的外流造成了村庄权利组织的虚化和后备力量缺失;村民政治权利观念淡漠,村庄公共权利组织权威下降;村民生活好转但村庄治安状况堪忧。
Taking a village in the east of Henan Province as example, the topic is designed to inquire into the shock to the village managing owing to the outflow of labor force, and a large number of labor force＇s going out makes the village managing into dilemma, which are mainly displayed in these aspects： Outflow of the labor force has indeed made the village＇s gross income increase greatly, however, the derive capacity for village managing is on the decline; The outflow of the excellent qualified personnel makes the power organizations decline; Villagers are indifferent to the sense of political rights, and the public authority plays less important role; The standard of living is better, but the public order in the village worse.
