摘要
产权问题严重阻碍着高校科技产业的发展,进行产权制度创新既要考虑科技企业的特殊性,又要考虑高校的特殊情况。要本着产权明晰、服务教学、兼顾利益等原则进行。在具体改革过程中,要明确各方的权责关系,做好清产核资、建立有效退出机制、保护知识产权等工作。
The property right problem hampers university＇s scientific and technological industry＇s progress seriously, should consider the particularity of scientific and technological enterprises while carrying on the system innovation of the property right, and alto consider the special circumstances of the university. Want in line with the clearly established ownership, service teaching, give consideration to such principles as the interests, etc. to go on. In the course of concrete reform, should define the relation between power and responsibility of each side, do the work of taking inventory of property and making an accounting of funds, setting up and withdrawing from the mechanism, protecting the intellectual property right effectively etc.
