摘要
人类社会从专制社会向民主社会的演进是一个从权力主导向权利主导的社会衍进的历程,在受教育权方面则从敕令主义走向法律主义,从不平等的等级特权走向平等的法律权利,公民受教育权日益扩大,平等受教育权的实践模式初步形成。
During evolving from autarchy to democracy, society has also evolved from power to right. In this course the right to be educated was ensured by prescript from begining, and by law in the end. This paper has discussed the mode that the right to be educated changed from prerogative to equal right. How to realize it is also discussed.
