摘要
2005年5月25-26日,莫斯科地区发生了大面积停电事故。文章从停电事故的发展过程、事故的影响及经济损失、事故应急处理和原因调查、事故后的补救措施等4个方面深入介绍了整个停电事故的情况,并分析了可靠性在现代复杂大电网中的关键作用,从可靠性角度提出了研究电网复杂性和连锁故障机理,旧输电网残存寿命评估和更新策略等两项关键研究内容。
A power blackout happened in Moscow on June 25, 2005, which is one of the top ten biggest power failures in the world this century. A full aspects survey was described in this paper. There are four aspects of this power outage have to be addressed. The first question involves the sequence of events in the blackout. The second problem relates to the direct power losses and indirect effect of the blackout to various social departments, such as traffic, residential life, finance and stock market, packinghouse, government and medical section, telecom and industries. The third aspect deals with the treatment of emergency and investigation of the cause of this outage. The final aspect focuses on the guidelines of the action plan to increase reliability of the UES of Russia. Afterwards, some question is pointed out to probe the universal mechanism of cascading failures occurred in complex power system. To answer these questions, two research projects are proposed at the final stage of this paper.
