摘要
合理地配置有限的卫生资源,实现配置过程中的公平和效率是有效满足人们卫生服务需求的重要保障.就辽宁省农村卫生资源分布现状而言,无论是医疗卫生资源还是公共卫生资源都存在严重匮乏和分布不合理的问题,尤其是优质卫生资源集中在城市尤其是大城市.揭示出目前辽宁省农村卫生资源配置公平性和效率现状,提出辽宁省卫生资源优化配置方案,目的是为辽宁省委省政府卫生规划和相关卫生政策的制定提供参考.
Arranging the limited health resources reasonably and making the progress fairly and effectively are the significant guarantee to meet public's health service needs.According to the health resources distributing in Liaoning province now,the medical and health care resources and the public health resources are in serious shortages and distributing unreasonably,especially high quality health resources are only provided in large city.Proclaiming Liaoning rural health resources' distribution fairness and effectiveness and offering the suggestion on optimizing the distribution on Liaoning province health resources are providing references for Liaoning government to make health planning and relevant health policy.
