摘要
部分国家或地区地下空间开发利用管理具有相对完善和系统的法律体系。上海市城市地下空间开发利用管理法制是分散的、不是很完备,影响了上海市城市地下空间开发利用。在国家层面的法律没有制定之前,上海市应该采取必要的措施,制定相应的地方规章或地方性法规,推动城市地下空间开发利用管理的法制建设。

The utilization of underground space laws in Shang- hai are not concentrated or complete, thus to some extent affecting the utilization ad development of underground space in Shanghai.
