摘要
目标定位是研究问题的基点和起点。目前国土资源信息化经过十多年的尝试虽然积累了一些必要的条件,其效果也十分明显。但是随着新形式下对国土资源管理工作需求的变化和国土资源管理业务的不断调整,国土资源信息化的目标也需要进一部明晰。为此,本文以国土资源管理实践为背景,对国土资源信息化在国家信息化的战略体系中的作用定位进行了初步研究。分析认为,国土资源信息化应以保护资源、保障发展、维护权益、服务社会为切入点,把提升政府的公共服务能力、社会管理能力、市场监管能力以及宏观经济调节能力放到突出地位,建立一套可监测评价国土资源开发利用效益的管理账簿,从根本上解决国土资源开发利用过程的可控性、可观测性问题。
