摘要
赤峰地区针对牲畜作价归户，草场公有共用的矛盾，较早地试行推广了草牧场有偿承包使用制度。本文通过大量的调查研究，就推广这一制度的具体做法、主要内容及采取的措施，已在草地经营管理中起到的作用及意义进行了系统地阐述和讨论。实践证明，推行草地有偿承包使用帛，是加强草地管理，促进草地建设，增强牧民商品观念，提高草地生产力和经济效益的有效途径。
In view of the contradition of the privately owened livestock and the publily-owened plastures grassland tenureship was put into practice on the basis of experiment in Chifeng Region. Through a great quantity of investigation,the application of the man-agement system of grassland tenureship, key contents of it,practical measures , the role it played and the meanings were discussed in this paper,The results show that the use of the grassland tenureship is an effective way of strengthening grassland management,promoting grassland construction and proper utilization,increasing herdsma s commodi-ty sense and increasing the economic effection of animal husbandry.
