文章首先从直接经济效益和间接经济社会效益角度论证了建设大西南成品油管道工程的必要性，然后阐述了工程建设方案及其与新疆原油入川管道工程、四川彭县炼油厂工程的关系，最后探讨了建设大西南成品油管道工程的筹资方式、国家政策倾斜和工程技术问题。
The article pvoves the necessity to lay an oil pvoducts pipeline in South-West area of China with respect to economic and social profits; proposes the construction plan and its connection with Xinjiang-Sichuan oil pipeline and Penxian refinery which are intended to be built;discusses the raising of construction funds,stnds policies and engineering.
