摘要
中国古代哲学家“老子”有句名言:“凡事豫则立,不豫则废”,把它具体运用于当代预防船舶的航行事故,把预防工作做在前头,可以有效地防止事故的发生。这就是本文论述的预控理论以及在实践中的应用。
The well known Chinese old philosopher Lao--Zi's sayingdated back to 500 B. C.: 'Preparedness ensures success, unpre-paredness spells failure' It was still applicable to contempora-ry marine safety. we must take suitable actions to precontrolthe most frequent marine accidents, so as to reduce them effec-tively to ensure safety of navigation. In this paper, the autherdiscussed the theory of precontrol and its application in practice.
