摘要
本文从我国水资源比较贫乏,地下水资源不适宜长途输运的特点及水资源浪费较为严重的现实出发,分析了地下水资源核算的必要性,并侧重对地下水资源定价的原则、定价方法和计算公式进行了探讨。通过不同定价方法,计算出了地下水资源的价格,并从四个方面论证了所提出的价格的合理性。在此基础上,初步建立了地下水资源核算帐户,并提出了地下水资源核算的政策建议。
Based on the fact that China is relatively poor in water resources and groundwater is difficult to be moved in distance and that the waste of water seriously exists,the essay explains the necessity of making a measurement of groundwater resources and emphatically discusses the principle and ways of pricing as well as its calculation formulas.The price of groundwater is worked out with different pricing methods,which is proved with reason in four aspects.On this ground,the author primarily sets up an account for groundwater resources and recommends policies for measurement.
