摘要
本文用生产力标准回顾地质工作体制改革,其结论应是肯定的。同时认为,由于改革的可行性问题并未解决,目前改革推进中有一定困难。文中提出尽快建立社会劳动保障体系,并首先从部门内部做起,是继续按“三化”模式推进改革的必要条件。作者还主张在目前经济困难的情况下适当放慢项目管理、成果商品化的改革,而抓紧深化地勘单位经营机制的改革。
Reviewing the structural reform of geological departments the author, while making a positive assessment of the results achieved with pro-ductivity as a criterion, thinks that it is somewhat difficult to push the drive forward as the feasibility of the reform remairs unsolved. He deems it is nece-ssary to institute a social labor security system in the departments as soon as possible, which is essential to carrying on the reform in the model of commer-cializing geological reports, enterprizing geological. and prospecting units and socializing geological work. In view of the present economic difficulties, howe-ver it is better to slow down the reform in project management and trading of geological reports and hasten the change of the operation mechanism of the geological and prospecting units.
