摘要
本文通过对石油地勘单位的特点的分析,认为推行地勘单位承包经营制,必须加快地质体制改革的“三化”(地质成果商品化、地勘单位企业化、地质工作社会化)进程,建立合理的价格体系和较长期稳定的地质市场,制定出一套能够反映地勘单位劳动生产率和经济效益的价值指标。推行承包经营既要积极,又要慎重,防止在承包经营中套用一个模式,一哄而起。
Based on an analysis of the characteristics of the petroleum geological and prospecting units the essay considers that, to promote the mana-gement contract system in geological and prospecting units in the drive of geolo-gical restructuring, it is imperative to speed up commercialization of geological reports, enterprization of the geological and prospecting units, and socialization of geological work. There should be a rational pricing system and a steady geological market, and a set of value indicators which may reflect the producti-vity and economic results of the geological and prospecting units should be worked out. In implementing the contract system, both activeness and prudence are required, and neither rigid nor blind mass action should be adopted.
