摘要
本文在讨论了我国区域规划地域单元和区域规划类型的基础上,从城市化、区域经济一体化及国民经济宏观调控三角度,分析论证了跨行政区区域规划的必要性,并提出应重视和解决利益协调机制、政策调控手段、组织管理与政区体制改革四关键问题。
The paper takes urbanization, regional economic integration and macro adjustment of national economy into account. On the basis of the discussion of regional units and type of regional planning in China, the paper demonstrates the necessarity of administrative transregional planning, proposes four key topics as follows: pay attention to and solve benefit-coordination mechanism, policy adjusting measures, organizational management and administrart-ive region system reform.
