摘要
评估指标的确定、量化是C^4ISR系统效能评估过程的一个重要环节,其结果将直接影响效能评估的正确与否。C^4ISR系统的作战效能主要通过在战场上获取信息优势和决策优势来体现,针对这一特点,构建了以信息优势能力和决策优势能力为基础的C^4ISR系统作战效能评估指标框架,并提出了信息优势能力和决策优势能力的量化方法,最后合成了信息对抗下的C^4ISR系统作战效能。该文对信息化战争中C^4ISR系统作战效能的研究具有一定参考价值。
Establlshing and quatlzatlon of evaluation index is an important part in the process ot evaluating MOPE of C4ISR, whose result will directly affect validity of evaluation. MOFE of C^4ISR is represented by acquiring information superiority and decision superiority in the battlefield. In view of this characteristic, this paper builds a index flame for MOFE of C^4ISR based on information superority and decision superiority, and presents a method of measuring information superority and decision superiority. At last, the paper finishes MOFE of C^4ISR oriented information counterwork. This paper has a certain referenced value for researching MOFE of C^4ISR in information warfare.
