摘要
资源安全是人类社会在对资源承载能力产生巨大压力的背景下提出的。资源安全是资源能够持续、稳定地满足国民经济和社会发展需要的一种状态。在近年日益浓重的资源短缺氛围中,我国已经凸现出资源约束下的安全危机,资源短缺与利用的不合理成为我国在本世纪中叶能否实现现代化的巨大挑战。我国资源安全问题的主要根源在于制度的不足与缺位。因此,必须设计完善而健全的制度,使我国的资源安全得到切实保障。
Resource security is brought forward under the great pressure of natural resource carrying capacity. Resource security is a condition under which natural resource can meet the need of economy and society continuously and steadily. There are resource crisis in China nowadays, scarcity and misuse of resource have challenged Chinese modernization. The main cause of resource security problem consists in absences and imperfectness of legal system. The perfect and right legal system should be established to guarantee resource security in China.
