摘要
The national innovation is a circle which consist of four factors, three processes, two conformities and one upgrade. The factors are mortivity, resource, action and worthiness. The processes are drive, transform and feedback. The conformities is about main body of national innovation and predominance convergency. The upgrade is refer to the national resource upgrade. We draw a frame to explain this model and design a suit of statistical indicators it.
