摘要
本文针对开发区经济的外向型和市场化特点,提出了开发区环境管理的科学化、法制化、国际化、公众化、面向市场经济五条原则,指出排污许可证制度蕴含的经济和法律意义,并在此基础上构建了以排污许可证及排污权交易制度为核心的环境管理新模式框架。同时指出,环境标志、清洁生产以及环境信息系统是适应经济形势使环境管理走向规范化、法制化的重要配套措施。
Economic development zone(EDZ), as a sugnificant symbol of China's reform, is facing the challenge of environmental management(EM)and economic development. On the basis of analysis of the characteristics of EDZ and five principles to which environmental management should comply, a new EM model is set up, centralizing on the pollution discharge per mit and marketable permits, which enbody the economic incentives and legal restriction. Also, cleaner production, environmental labeling and environmental management information system is discussed to improve EM in EDZ
