摘要
天然气勘探开发投资大、周期长,而我国气田规模多不够大。这就要求首先在东部和近岸海域加强勘探,开拓思路、因地制宜,对多领域、多类型、不同规模气田都要重视,形成“百花齐放”、多生长点滚动发展的局面。中部四川和鄂尔多斯(陕甘宁)两区应以大中型气田为骨干,成为全国的天然气工业重点建设基地。在西北地区,应抓住已出现的可能加速发展的契机,首先在中央向中西部倾斜的决策指导下,围绕新疆化肥化工基地建设,勘探开发天然气,使之“启动”;而后依托土库曼—中国—日本管道,进一步深化塔里木、准噶尔、吐哈、柴达木等盆地的天然气勘探开发,并促进陕甘宁气区的建设。上述部署可称为:东部百花齐放,中部重点明朗,加快西北、海上,兼顾两个市场。
Gas exploration and development require major investments of time and capital. Because most of gas fields found in China so far are not large enough, it is necessary to increase exploration in the eastern and offshore areas and open new fields of all types according to local conditions, in order to 'let a hundred flowers bloom' and snowball development. Large and medium scale gas fields constructed in the central region of Sichuan and the Erdos (Shaanganning) basin will be the backbone of China's natural gas base. In the northwest of China, development should proceed in two stages to take advantage of new opportunities. First, exploration and development of natural gas to be used as raw materials for a chemical fertilizer and chemical industrial base in Xinjiang should be expanded. Second, relying on the Turkmenistan-China-Japan pipeline, gas exploration and development can be expanded in the Jungar, Turpan-Hami, and Qaidam basins, which will in turn promote the construction of the Shaanganning gas-producing area.
In summary, let a hundred flowers blossom in the east, construct major projects in the central area, accelerate exploration and development offshore and in the northwest, and give consideration to both the domestic and foreign market.
