莫斯科航空学院(MAИ)根据国民经济发展的需要,于1980年正式组建飞艇设计局.第一任局长兼总设计师叶戈尔·谢尔盖·米哈伊洛维奇,原为图波列夫设计局第一副局长,是一位著名飞机设计师,曾主持图波列夫设计局多种飞机型号的设计与研制.他在主持飞艇设计局工作期间,将飞机行业的成熟技术移植到飞艇上,为新型飞艇的总体设计、气动、结构、动力和系统建立了一整套风格独特的方案,为发展先进飞艇做出了突出贡献.
Russian Airship Design Bureau was built up at the Moscow Aviation Institute (MAI) in 1980 . The main purpose for the Airship Design Bureau is to develope airship, which will transport larg-size heavy goods and personnel to the Siberia and Far East regions where there have been poor transport facilities .The ALA-40 airship was developed from 1982 to 1985, and then the first ALA-40 thermoplane came out in 1992, but its developmental work has now been in stopping status due to budget shortage .
