摘要
铁路运价改革是铁路改革任务的重要组成部分。本文从理论与实践的结合上论证了铁路运价改革的必要性；根据实际国情和路情，提出了铁路运价改革的近期目标、远期目标及相应合理的运价形成机制、约束机制和调控机制；在此基础上提出了推进运价改革的实施措施建议。
Price reform is a key part of the general mission of the railway reform. Combining theory with practice, the paper demonstrates the recessity of the price reform. According to actual conditions of the country and railway, the poper raises the short-term objectives,long-term objectives and corresponding rational price forming mechauism, restraining mechanism and regulating mechanism.At last,some executive measures and suggestions to advance the price reform are put formard.
