摘要
目的了解湖南省2004年法定传染病网络直报系统运转状况,分析评价网络直报效果,为制定下一步的系统改进措施提供依据。方法对全省2004年《疾病监测信息报告管理系统》网络直报的法定传染病疫情个案建立数据库,进行统计分析和评价。结果湖南省已初步建立覆盖到县级以上医疗卫生机构的传染病直报网络,用于网络直报的计算机型以PⅢ为主,2004年系统运转基本正常,通过持续改进,县以上机构直报率达100%,疫情报告及时性、敏感性和准确性不断提高。结论湖南省县级以上医疗卫生机构基本实现了传染病网络直报,基本完成了从旧的逐级报告系统到网络直报系统的过渡。解决了各级报告数据不一致、常规疫情与突发公共卫生事件信息、与各专病报告信息无关联的问题。但仍存在乡镇卫生院未实行网络直报、系统缺乏运行和维持经费、培训不到位,传染病报告诊断到报告时间偏长等亟待解决的问题。
Objective To evaluate the operating situation of straight reporting network system of legal infectious diseases in Hunan Province during 2004 and the efficacy of system to provide improvement of the system. Methods A database for legal infectious diseases case report on disease monitoring information report administrative system during 2004 was set up so as to carry on statistical analysis and evaluation. Results Hunan Province had already set up the infectious diseases straight report network which covered all the counties and districts level medical health organization. There were mainly PⅢ computers which used in the network system. The system was operated normally. Punctuality, sensitivity and accuracy of epidemic situation reporting improved constantly. All the counties and districts were covered by this reporting system. Conclusion County and above level medical health organization could report the infectious diseases by network. Hunan Province transferred from the old reporting system to the new straight reporting network system step by step. Some problems such as the data erroneously summarized, routine epidemic situation, emergency public health information, and special unique diseases reporting system were dissolved as well. However, some problems were existed, such as the system could not be executed in the hospital of the villages and towns and financial support was insufficient. In summary, manpower and finanicial supply warrant to be strengthened; thus the information about real and/or suspected infectious diseases would promptly reported.
