摘要
本文对国际机制中存在的不违反正式的机制规定,但却违背了机制目的和宗旨的隐性违规现象作出了界定,并从国家利益的多方位性和国内政治的影响两个方面对机制成员国采取隐性违规行为的成因进行了分析。在此基础上又分析了隐性违规发生可能性的机制间差别,最后指出了隐性违规现象的存在对考量国际机制有效性和民主国家在全球治理过程中的责任承担两个问题所产生的理论含义。
This paper defines the phenomenon of implicit defections in international regime asthose activities that do not violate the formal rules of the regime but its purpose and spirit, and analyzes the causes of it from the perspectives of the multi-dimensional feature of national interests and of the influence of domestic politics. Then it examines the possibilities of its occurring in different international regimes. Finally it points out that the theoretical implications of implicit defections on evaluating the effectiveness of international regime, and the responsibility-sharing of democratic countries in the process of global governance.
