摘要
科学旅游发展观实施的关键,是这一全新的发展观念不能仅停留在政府和学术研究的层面,而应将其传播到需要实施这一理念的最前线去。从科学发展观和全面小康社会实施的角度,“以人为本”,以“教育”为切入点,“游”“教”互动、“寓教于游”———强化旅游所蕴涵的社会文化教育功能,在旅游经营和消费的各个环节以及各相关利益群体中,坚持不懈地将可持续旅游的理念传播拓展到普及应用的层面上去,培育和完善可持续旅游的教育体系,无疑是科学旅游发展观的有效推进机制。
The key to implement the concept of scientific tour development is to broadcast this it to the business frontiers where people really need it rather than keep it in mind of scholars and government officials. From the aspect of building a well-off society, an effective propelling organism of the promotion for the concept of scientific development of tourism should be taken, say, the two basic concepts of 'people' and 'education' and the combination of 'travel' and 'education'. We should emphasize the social and civilizing function of travel and call on the promotion of the concept and the practice of continuous tourism to the public. Another critical concern is to establish and facilitate an education system of continuous tourism.
