摘要
文章评析了《突发公共卫生事件应急条例》的主要内容具有的理论与实践意义;结合社会突发公共卫生具体事件,揭示出我国当前公共卫生管理中存在的问题及根本原因,是主体责任的缺失;在理论上,从生命与人权的高度赞颂了党和政府对人民生命健康的关怀及社会的文明进步。
The Regulation of Meeting the Emergency of the Public Sanitation has a definite theoretic and practical meaning. The essay points out that the problem and its fundamental cause existing in the management of public sanitation is the lack of subject responsibility in accordance with the sudden public sanitation events; theoretically, the government's care for the life and health of dumb millions and the progress of social civilization have been highly praised in terms of life and human rights.
