摘要
阐述对政府信息资源进行产权界定的意义,即它是改革政府信息机构、促进政府信息公开、提高政府信息资源管理与配置效率的前提。在总结政府信息资源的经济学特征的基础上,对政府信息资源的产权属性进行分析,指出政府信息资源的所有权、转让权与收益权的性质决定政府信息资源应该公开与共享,这也是政府信息机构管理模式改革的基础。
Clear property right of government information resources (GIR) is the essential prerequisite to government information or-ganization reformation, open government and the improvement of GIR management and allocation efficiency. In this paper, propertyrights of government information resources are analyzed on the basis of the GIR' s economic features. It is pointed out that GIR' s prop-erty rights determine that the GIR should be shared and provided for public service, which will also be the foundation of the study onthe reform of government information organization and its management mode.
