摘要
论证了“以人为本”是乡镇行政制度创新的理念,阐述了提高政府效能制度创新的切入点。
This paper proves that the new concept of institutional innovation of township government is “putting people first”, and argues that the breakthrough point of institutional innovation lies in the enhancement of government efficiency.
