摘要
在构建和谐社会的实践中,从行政理念的取向角度亦即行政文化的角度,提出并讨论其是有利于或是有碍于构建和谐社会的问题,无法回避。在政府行政理念创新领域若不重视伦理取向、协调取向、平衡取向、民主取向和公正取向,和谐社会的构建将是困难的。
Summary of the essay: Among practice of structuring harmonious society, the issue that in terms of the angle of the administrative idea orientation namely administrative culture, putting forward and discussing it help or hinder structuring harmonious issue of society is unable to avoid. If we do not pay attention to the ethics orientation, coordination orientation, balance orientation, democracy orientation and equity orientation in the field of government's administrative idea innovation, it is difficult to construction of the harmonious society.
