摘要
雅典奥运会前夕的大停电和北京“7·1 0”暴雨向我们提出了危机管理问题。危机管理的对象是危机,它具有不确定性、应急性和预防性。目前,我们的危机管理停留在危机处理上,尚未形成新的控制体系和应对危机的能力。为此,我们应当建立早期预警和危机评估机制,建立健全有关法律、法规,设立专职机构,提高紧急状态下的社会动员能力和危机处理应对能力,建立综合性公用信息平台。
The blackout before the Olympic Games in Athens and the July 10 rainstorm in Beijing raise the issue of crisis control. Crisis control with crisis as the object is characterized by incertitude, urgency and preventiveness. At present, we lack of the abilities to tackle the problem and are only confined to crisis disposition, so a new control system is needed. Therefore, we should: 1) establish the early-warning system and crisis evaluation system; 2) establish and improve relevant laws; 3) set up a special organ and a comprehensive public information platform to enhance the abilities of social mobilization and crisis control in urgent situations.
