摘要
公路建设资金相对短缺是路桥收费制度存在的根本原因,级差效益是公路收费的前提条件,收费制度有助于交通量饱和的道路缓解拥挤状况,收费公路对社会经济的发展有重要的促进作用。但在实践中应对乱收费的行为采取相应的措施予以制止和处罚,以进一步规范收费行为。
The fund shortage of highway construction is the ultimate reason for the existing of highway & bridge tolling,and the rank-disparity benefit is the precondition of highway toll. Highway toll is helpful to relax the crowd status for those roads with saturated traffic,and has important improving action on social economy. However,some measures should be taken to hold out and punish the mistake charge in practice,and standardize the tolling.
