摘要
现阶段高职高专院校招生考试录取存在以下问题 :招生计划下达对象不合理 ,且下达过程中限制因素太多 ;地方保护性政策 ;填报志愿的盲目性 ;录取过程中缺乏市场调节机制等。这些问题影响了招生录取的公平、合理及招生计划的完成。建议高职招生计划不要下达给本科院校 ,取消地方保护壁垒 ,建立招生计划的总量控制和市场调节相结合的管理制度 ;完善现行高职院校招生录取体制 ;实行政府控制和监督 ,高校自主招生录取的政策。
The present problems of student enrollment in senior vocational universities could be summarized as follows: the unreasonable targets in the designation of enrollment plan and too many limitations in the course of enrollment plan assignation; the local protective policy and the blind application for certain specialization; the lack of market-regulation mechanism in the student enrollment. The above-mentioned problems have spoiled the fairness and reasonableness of student enrollment and also affected the accomplishment of enrollment plan. On the basis of the above analyses, the author strongly suggests that the quota for senior vocational program should not allotted to the four-year program universities and cancel the local protective policy, establish the management system of combining the overall control of enrollment plan with market regulation. Finally, the author recommends that the enrollment system in senior vocational universities should be improved and the policy for government control and supervision should be carried out and the self-directed enrollment in senior vocational universities should be encouraged.
