摘要
随着社会的转型和社会力量的分化,规划师的社会角色分异成为发展的必然。由于处于转型期的我国城市规划体制存在“政府主导型”、“强势力量主导型”等特征,在行政和生计的压力下,这种角色的分异随之演变成角色的偏离,规划师的职业道德因此受到了前所未有的冲击。为了维持城市发展建设的正常秩序,重新审视规划师的社会角色、重塑规划师的职业理想就显得非常必要和十分迫切。本文从分析城市发展建设的根本出发点与现实目标的冲突出发,由现象到本质层层深入展开讨论,分析了这一冲突背后的规划机制以及构建规划师道德底线、重塑规划职业理想等几个问题。
With the transformation of social and economic system and the polarization of social forces, it is natural for the differentiation of plan- ners’ social role. Urban planning in China has a gov- ernment-dominated and strong-force-dominated feature, which gives much impact on the ethics of planners. By analyzing the conflicts between the basis and goals of urban development this paper discusses the planning mechanism behind the conflicts, and gives some suggestions on construc- tion of basic professional ethics and re-shaping of profession ideal.
