摘要
我国社会正处于传统的计划经济体制向现代市场经济体制转型的关键时期,经济体制改革的深入发展呼唤与之相适应的高效、公平、廉洁、开放的行政系统,以求实现市场与政府间的良性互动。国家的政治生活、经济生活和社会生活的主要方面已基本上做到了有法可依,但与改革开放和市场经济发展的要求相比,我国的行政法制建设还比较滞后,行政管理的某些方面还存在立法空白,立法质量也有待于进一步提高。
Our government is transforming from a traditional planned economy system to a modern market-oriented economy system. In order to fulfill a favorable interaction between the markets and the government, the deepened developments of the reformation of economic system entails a government system of great efficiency, fairness, incorrigibility and openness. There is legal basis in main aspects in politics, economy and social life in our country. But comparing with the development of reform and market economy, the construction of administrative legal system in our country is backward. In the field of administration management still exists legislative blank and legislative quality should be enhanced.
