摘要
论证了湖南植被破坏,不合理开发,水资源浪费、污染,人口激增以及农民、基层干部的环境保护意识差是导致湖南洪旱灾害加剧的主要原因。在此基础上,提出了实施湖南农业与农村可持续发展战略的具体对策与措施。
In this paper, vegetation destruction, unreasonable exploitation, water waste and pollution and population increase were demonstrated to be the main reasons which lead to flood and drought in Hunan. Some practical measures are put forward to ensure the sustainable development of rural Hunan agriculture.
