摘要
人力资本积累不足是区域经济发展的制约因素。这主要是因为人力资本投资的制度非均衡所造成的,制度非均衡除了造成了人力资本生产、分配和使用上的种种问题外,还因其外部性导致了私人投资的不足与城乡差别。解决这些问题只有从制度上入手,进行制度变革和创新,建立一种新的均衡。
The lack of human capital hinders the regional economic development. In fact, the fundamental reason for it is the non-equilibrium of human capital investment, which results in not only the problems of the production, distribution and use of human capital, but also the deficiency of private investment and the difference between urban and rural areas. To solve these problems, we have to reform the institutions to establish a new equilibrium.
