摘要
公共管理的本质特征是为公众服务,追求公共利益。宪政的基本价值理念是公民权和民主政治,核心价值理念是限制和制约公共权力和法治。公共管理不能再追随和传承传统公共行政以效率为核心的价值观,其价值根源需要从宪政所要求的人权、民主、限权、法治的价值理念中去寻找。
The essence of public management is to serve for people and pursue public interest. The basic value of constitutional governance is to safeguard citizenship as well as democracy, meanwhile the core one of that is to constrain authority and rule by law. Public management based on constitutional government should not follow and inherit the traditionally efficiency-oriented values. Its root of value should appeal to the axiology of human rights, democracy, power limiting, rules of law that agree with constitutional governance.
